It seems the soundpack for FM2006 also works on FM2007. Yes it does, i've tried it myself. Just follow the easy steps below
place the "sounds" & "match events" folder in the data folder, you will be asked if you want to replace the original files, click "yes to all", however it is recommended you backup the original before use.

make sure that you have selected to play "all" sounds in the options area inside the game in preferences
